Explain what the text means by “terrorism as a new kind of war.”

We refer to "terrorism as a new kind of war" because in past wars they have followed certain patterns. THe warring parties and their objectives have been clearly stated and known to one another. It was usually over territory but with terrorism the identities of terrorist individuals and organizatons may not be known and the may deny responsibility and their goals may not be known. In a conventional war it is symmetrical, where two nations send in armies into battle but terrorism is asymmetrical conflict. They send in a small number of attackers who use terror and their own willingness to die as a way to defeat a more powerful enemy.
